Norwegian Offshore Safety Regulator Rebrands to Reflect Expanded Scope

The Petroleum Safety Authority Norway (PSA), the Norwegian offshore safety regulator, is changing its name to the Norwegian Ocean Industry Safety Authority (Noisa). The rebranding will take effect on January 1, 2024. Norway's Prime Minister, Jonas Gahr Støre, made the announcement during a joint town hall meeting of the PSA and the Norwegian Petroleum Directorate (NPD), which is also expected to undergo a name change at the start of next year.
Anne Myhrvold, Director General of the PSA, stated that the new name reflects their commitment to serving as a strong and clear safety authority for both existing and emerging offshore industrial operations. Støre emphasized that both agencies play crucial roles in the development of the Norwegian continental shelf (NCS), not only in the petroleum sector but also in new industries like carbon transport and storage, offshore wind power, and seabed minerals.
The rebranding comes exactly 20 years after the PSA was established as an independent government supervisory agency responsible for safety, the working environment, emergency preparedness, and security.
The PSA's expanded roles now include supervising renewable energy production offshore (offshore wind), carbon transport and storage, and seabed mineral recovery, in addition to its existing responsibilities covering petroleum operations across the entire NCS and onshore plants. The name change reflects the agency's broader mandate, highlighting its commitment to both traditional oil and gas operations and emerging ocean industries.
The shift to the new name acknowledges the evolving energy landscape and Norway's transition from the "oil age" to the "energy age," where various industries coexist and interact offshore.
